A resolution may be submitted on any of the following matters of public importance subject to these regulations:-
(a) To express an opinion or recommendation,
(b) to express support or opposition to any action or policy of the Government of Nepal or to call attention for reconsideration, or
(c) give any message or instructions.
(2) The Speaker may allow the submission of resolutions on any other matter deemed appropriate and necessary.
